No. 327/Bill 87 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:34 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill 87, reports as follows: <br /> Bill 87, transmitted by Council Member Brenda J. Ford via Communication No. 327, dated <br /> August 24, 2011, initiates a Charter Amendment to Article X, Section 10-15, of the Hawaii <br /> County Charter (2010 Edition), Relating to the Public Access, Open Space, and Natural <br /> Resources Preservation Fund. <br /> Council Member Brenda J. Ford stated the purpose of bringing this Charter amendment, relating <br /> to the Public Access, Open Space, and Natural Resources Preservation Fund is to change the <br /> minimum amount from one to two percent to match the County Code. She seeks the support of <br /> council members to place this on the ballot for the voters to decide. <br /> Some members of your Committee commented that this is an amendment to the charter and not <br /> about voter education or maintenance. Bill 87 will give the people an opportunity to make the <br /> decision on a subject as important as this and decide what is good for the County. This will <br /> bring closure to the argument of how much will be funded, and hopefully will discontinue <br /> discussion every year.
