No. 308/Bill No. 82 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 8:05 <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 82, <br /> reports as follows: <br /> Bill No. 82,transmitted via Communication No. 308, from Public Works Director Warren W. H. <br /> Lee, dated August 3, 2011, amends Chapter 24, Article 10, Division 5 Relating to Parking, of the <br /> Hawai`i County Code 1983 (2005 Edition, as Amended). <br /> Article 10, Division 5 (Parking), Section 24-280, Schedule 28 (No parking at anytime), <br /> subsection(c) (South Hilo) is amended by adding new item: "East Puainako Street, south side, <br /> from Pilipaa Street to Ohuohu Street", and renumbering as required. This amendment was <br /> generated based on a request and is necessary to enhance vehicular and pedestrian safety in the <br /> area. <br /> Councilmember Onishi urged support for the bill and explained that he has been working with <br /> the Neighborhood Watch group in the area to clean up the trash and illegal activities that occur. <br /> He also stated that vendors who frequent the area create dangerous traffic conditions and safety <br /> hazards for pedestrians. Department of Public Works Director Warren Lee explained that the <br /> County has an agreement with the Department of Hawaiian Home Lands addressing roads and <br /> that the County maintains the easement there.
