PLANNING COMMISSION <br />COUNTY OF HAWAI`I <br />HEARING TRANSCRIPT <br />AUGUST 4, 201 1 <br />A regularly advertised hearing on the PLANNING DIRECTOR INITIATED AMENDMENT TO THE CITY <br />OF HILO ZONE MAP was called to order at 12:19 p.m. in the County of Hawai`i, Aupuni Center Conference <br />Room, 101 Pauahi Street, Hilo, Hawai`i, with Chairman Zendo Kern presiding. <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Wallace Ishibashi, and Raylene Moses <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), B. J. Leithead Todd (Planning Director), <br />Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner), Maija Cottle (Staff Planner) and Jeff <br />Darrow (Staff Planner). <br />And 9 people from the public in attendance <br />ABSENT & EXCUSED: Takashi Domingo and Stephen Ono <br />PLANNING DIRECTOR INITIATED <br />Amendment to Chapter 25 (Zoning), Article 8, Section 25 -8 -33 of the Hawai`i County Code 1983 (2005 <br />Edition, as amended) relating to the City of Hilo Zone Map and regarding the relocation of a proposed 60 -foot <br />wide future road right -of -way between Akolea Road and Iwipolena Street to the north to align with Haleloke <br />Street in the vicinity of Hilo Heights Subdivision, Punahoa 1St, South Hilo, Hawai`i. <br />KERN: Okay, next item on the agenda was originally Item No. 4, Planning Director initiated, and now that <br />would be Agenda No. 9, amendment to Chapter 25, Article 8, Section 25 -8 -33 of the Hawai`i County Code. <br />And I'll let Daryn give us the breakdown of what that is. Thank you. <br />ARAI: Thank you, Mr. Chairman. Good morning, Commissioners. The purpose of the amendment that's <br />currently before you is to amend the City of Hilo Zone Map to basically relocate a proposed 60 -foot wide right - <br />of -way that straddles the subdivisions of Hilo Heights and Akolea Plantation. Those two subdivisions are <br />located in the Kaumana area, I'm sorry, between Kaumana and Pi`ihonua off of Akolea Road. And, again, the <br />purpose of this amendment is to basically relocate that proposed roadway as shown on the zoned district map <br />and place it in alignment with the existing Haleloke Street that is currently situated within Hilo Heights <br />Subdivision. <br />The reason for this request is three - pronged. Basically if both collector roadways were to be built, you'll have <br />two collector roadways, which is roughly 60 -feet wide within 330 feet of each other. And, obviously, that does <br />not make sense. And when 1 show you the location maps and diagrams further into this presentation you'll get a <br />clearer sense of why we have this concern. Having those two collector roadways in such close proximity just <br />simply does not promote or enhance our functional roadway network within this part of Hilo. <br />Approval of this amendment will need, require the County to basically condemn the back yards of 63 lots within <br />both of these subdivisions as well as other adjoining subdivision. And if the County has no intention of <br />pursuing the construction of this roadway, then it would be unfair that the roadways continue to accommodate <br />the proposed roadway with setbacks and additional right -of -ways. <br />Again, this is a location map with Hilo Bay here, this white little area.
