EXHIBIT B <br />JUSTIFICATION SHEET <br />PROPOSER: COUNCIL OF THE COUNTY OF HAWAI`I <br />TITLE: RELATING TO VOTING; A PILOT PROGRAM FOR VOTE BY MAIL <br />IN THE COUNTY OFHAWAI`I <br />PURPOSE: To save time and money on federal, state, and county primary, general, <br />and special elections by introducing a statewide pilot program for vote by <br />mail for three election cycles, and provide funding for the program. This <br />program is based on the successful Oregon State Vote By Mail program. <br />MEANS: Create a new chapter for Vote By Mail in the Hawai`i Revised Statutes. <br />
