No. 367/Bill No. 99 <br /> PLACE: Council Chambers <br /> Hilo, Hawai'i <br /> TIME: 8:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 99, reports as follows: <br /> Bill No. 99, transmitted by Mayor William P. Kenoi, via Communication No. 367 dated <br /> September 8, 2011, is an amendment to Chapter 25, Article 8, Section 25-8-33 of the Hawai`i <br /> County Code 1983 (2005 Edition, as amended). <br /> Bill No. 99 proposes the relocation of a proposed 60 foot wide future right-of-way connecting <br /> `Akolea Road and `I`iwipolena Road to the north to align with Haleloke Street in the vicinity of <br /> the Hilo Heights Subdivision and accompanied by the adjustment of adjoining roadway <br /> connections at Ponahawai, South Hilo, Hawai`i. <br /> Council Member Ford asked Planning Program Manager Daryn Arai to explain the origin of this <br /> amendment and to review the intended realignment as shown on the Exhibit"A" map. <br /> Mr. Arai stated that the bill was predicated on input from the residents in the area that effectively <br /> have 60 feet encumbered on their properties for a proposed road that is 230 feet from Haleloke <br /> Street and will likely not be needed. He also stated the proposed road splits the subdivision and <br /> actually goes through an existing home; and if Haleloke Street is designated as a connector road, <br /> it would allow the Planning Department to realign `I`iwipolena Road to allow for an intersection. <br /> Committee Chair Hoffmann clarified that this was in Council Member Ikeda's district and that <br /> the intent is to connect Haleloke Street with `I`iwipolena Road and eventually to `Ainako <br /> Avenue. <br /> Council Member Yoshimoto stated that he is very familiar with the area and he believes that <br /> Haleloke Street makes more sense as the connector road and that he supports this bill. <br /> Council Member Pilago clarified that Haleloke Street is being built in increments and this bill <br /> helps align it for a future intersection and stated that he supports the bill. <br /> Council Member Ford referenced a possible mistaken reference to `Alokea Street for `Akolea <br /> Road in the first dialogue box on the Exhibit A map and requested that Mr. Arai confirm the <br /> intended road before the next reading. <br /> PC Rept.
