No. 171-11 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 3:30 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred <br /> Resolution No. 171-11, reports as follows: <br /> Resolution No. 171-11, from Council Member J Yoshimoto, transmitted via Communication <br /> No. 392, dated September 21, 2011 supports the establishment of a Complete Streets Policy for <br /> the County of Hawai`i. <br /> There were six testifiers in support of the resolution. Laura Dierenfield with the Peoples <br /> Advocacy for Trails Hawai`i informed Your Committee that in 2009 the Hawai`i State <br /> Legislature amended the Hawai`i Revised Statutes to include in Chapter 264, Section 20.5, <br /> "Complete Streets" requiring counties to adoption of a Complete Streets Policy. <br /> The Complete Streets Policy seeks to reasonably accommodate convenient access and mobility <br /> for all users of the public highways within their respective jurisdictions, including pedestrians, <br /> bicyclists, transit users, motorists, and persons of all ages and abilities. <br /> Councilmember Yoshimoto explained that relevant county agencies will be involved in <br /> developing the policy and that they will be required to submit reports to the Council. There was a <br /> suggestion to impose timelines for reports and concerns about how implementation of a <br /> Complete Streets Policy would be funded. Councilmember Ford expressed her concern that <br /> taxpayers would have to bear the costs.
