No. 382/Bill No. 110 <br />Your Committee on Finance, to which was referred Bill No. 110, reports as follows: <br />Bill 110, transmitted by Finance Director Nancy Crawford via Communication No. 382, dated <br />September 22, 2011, amends Ordinance No. 11 -59, as amended, the Operating Budget, ending <br />June 30, 2012. The amendment is as follows: <br />From: <br />010.3609.09 Fund Balance Reserved for Liquor Control General $30,000 <br />To: <br />010.251.5251.02 Liquor Control — OCE General $30,000 <br />The bill amends the Operating Budget by appropriating $30,000 from the Liquor Control fund <br />Balance Reserve Account to the Department of Liquor Control's OCE (Other Current Expenses) <br />account. The Department of Liquor Control has embarked on a program to give its investigators <br />specialized non - aggressive self- defense training to aid them in controlling an intoxicated, <br />aggressive person that may lead to possible violent situations. <br />Pursuant to Section 46 -7, Hawai `i Revised Statutes, County Departments must obtain the consent <br />of the Council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />Liquor Control Department Administrative Officer Steven Morifuji appeared before Your <br />Committee. Mr. Morifuji extended Director Takase's apologies for not being available to <br />address the Council on this matter. He commented on the younger, aggressive patrons <br />frequenting the liquor establishments. The liquor control investigators go alone in these <br />establishments to ensure compliance of the liquor laws. The Director has recognized the danger <br />FC Report No. 133 <br />
