No. 940 <br /> PLACE: Council Chambers <br /> TIME: 10:45 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo. Hawaii 96720 <br /> Your Committee on Finance, to which was referred Communication No. 940, reports as follows: <br /> Communication No. 940, transmitted by Mayor Stephen K. Yamashiro, dated <br /> September 22, 2000, nominates Mr. Lawrence P. Mosher of Council District 6 to serve on the <br /> Hawaii County Police Commission. <br /> A lifetime resident of Hawaii, Mr. Mosher has been retired since 1991. He was employed by <br /> <br /> the Hawaii County Council between 1982 to 1991, and the State of Hawaii between 1978 to <br /> 1982. A member of the Democratic Party, he will serve a term to end December 30, 2002. <br /> Pursuant to Section 7-2.2, Hawaii County Charter, "the Police Commission shall consist of nine <br /> members...appointed by the mayor and confirmed by the council in the manner prescribed in <br /> Section 13-4." <br /> While Mr. Mosher's integrity was not questioned, some of Your Committee Members felt that <br /> the current Mayor should not have nominated anyone to fill the vacant seat. Rather, those <br /> members felt the new Mayor should be afforded the opportunity to nominate the next <br /> commissioner <br /> Your Committee on Finance recommends the confirmation of Mr. Lawrence P.
