Section 9 -22. Prior offenses. <br />Nothing contained in any provision of this chapter shall apply to an act done or omitted, or <br />to an offense committed at any time before the enactment of this chapter. Such act or omission <br />shall be governed by, and any such offense shall be punished according to the provisions existing <br />when such act, omission or offense occurred in the same manner as if this chapter had not been <br />enacted." <br />SECTION 3. Severability. If any provision of this ordinance or the application thereof <br />to any person or circumstance is held invalid, such invalidity shall not affect other provisions or <br />applications of the ordinance which can be given effect without the invalid provision or <br />application, and to this end, the provisions of this ordinance are declared to be severable. <br />SECTION 4. Material to be repealed is bracketed and stricken. New material is <br />underscored. <br />SECTION 5.
