No. 407 Your Committee on Finance, to which was referred Communication 407, reports as follows: Communication 407, transmitted by Mayor William P. Kenoi, dated October 5, 2011, nominates Jubilee "Jube" N. Kuewa, of Council District 3 to the County of Hawaii Merit Appeals Board. A lifelong resident of Hawaii, Mr. Kuewa is presently the EEO /AA Director at the University of Hawai`i at Hilo, where he has been employed since July 2009. Mr. Kuewa is a member of the Society of Human Resources. He states that he is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2015, replacing G. Rick Robinson whose term expired on December 31, 2010. Pursuant to Hawaii Revised Statutes, Sections 76 -14, 47, 51, 71, 75 and Hawaii County Charter Section 7 -1.2. There shall be a Merit Appeals Board, consisting of five members who shall be appointed by the mayor and confirmed by the council. Ms. Ford resumes chair for this matter Executive Assistant Charmaine Shigemura clarified concerns by some of Your Committee members that the specific representation from each council district is not necessary according to the HRS and County Charter for this Board. Only five members or full membership is required. Their purpose is to hear and decide appeals relating to recruitment, examination classification, reclassification of a particular position, initial pricing of classes, other employment action such as disciplinary and performance requirements, This does not apply specifically to an area on the island. It only applies to County employees. The Committee specified that Mr. Kuewa does not have to attend the full Council for final confirmation. FC Report No. 137
