No. 416/Bill 123 <br />Your Committee on Finance, to which was referred Bill No. 123, reports as follows: <br />Bill 123, transmitted by Finance Director Nancy Crawford via Communication No. 416, dated <br />October 5, 2011, amends Ordinance No. 11 -60, as amended, the Capital Budget, ending June 30, <br />2012. The amendment is as follows: <br />PUBLIC WORKS <br />Traffic Calming Improvements — District 9 <br />(110.399.5394. 83) <br />$ 46,780 <br />Funds for this appropriation increase shall be provided from: <br />Fair Share $ 46,780 <br />This proposed bill adds the $46,780 Fair Share funding to the Capital Budget. This project will <br />construct traffic calming improvements on adjacent roadways to neighborhood schools in <br />District 9. <br />These funds will allow the construction and installation of flashing lights and reduced speed <br />limits in designated school zones and marked crosswalks. <br />Council Member Pete Hoffmann commented that $46,780 represents entire amount in Fair Share <br />for roads in District 9. This represents the lack of fair share funds available, as there are three <br />other areas needing crosswalks; in front of Waikoloa Elementary, Waimea Intermediate and near <br />HPA lower campus. Mr. Hoffmann stated the current funding is inadequate to meet the <br />requirements on completing all crosswalks in District 9 local school area. Furthermore, he urges <br />and hopes with the experiences of Department of Public Works Director Warren Lee and Traffic <br />Chief Ron Thiel there will be resources to help supplement the inadequate amount residual in the <br />Fair Share program. <br />FC Report No. 145 <br />
