BACKGROUND INFORMATION FOR LAND USE BOUNDARY CHANGE IN <br />HONOMU, HI. <br />FILED BY PETER CHRISTOPHER 5/2011 CONCERNING 28 -236 AND 28 -238 <br />AKAKA FALLS ROAD IN HONOMU. <br />3A. Detailed written description of the proposed request and a statement of objectives and reasons <br />for the request. <br />Request is to change the state land use boundary for 5 acres in Honomu from agricultural to urban, to <br />bring the state land use for these parcels back in conformity with the county zoning (urban RS -7.5) and <br />general plan (low density urban). TMKs for the 5 acre (2 parcels approximately 2.5 acres each) in <br />question are 2- 18 -13 -63 and 2- 8- 13 -64. This land use change is needed for a later subdivision. <br />3B. Description of the subject property in sufficient detail to precisely locate the property. Describe <br />existing uses, structures and topography. <br />The subject property is TMKs 2- 18 -13 -63 and 2- 8 -13 -64 (also known as 28 -236 AND 28 -238 Akaka <br />Falls Road in Honomu). The area is currently vacant land with agricultural plantings including bananas <br />and vegetables. There is 1 outstanding permit for a 2000 sqft home that I plan to build this year (see <br />map). The subject property is located .1 mile from downtown Honomu bordering on Akaka Falls Road <br />close to the intersection with Kalani Loop. See exhibit A 1 -6. <br />3C. State /County Plans affecting the subject request: General Plan designation, Special <br />Management Area and Community Development Plans. <br />The General Plan for the subject property is low density urban. The property is not part of a special <br />management area. The Community Development Plan is the Northeast Hawaii Community <br />Development Plan approved by resolution on 2/8/1979 classifying the subject property as for <br />residential uses. <br />3D. Surrounding zoning and land uses. <br />The parcel borders 16 residential parcels with individual driveways on Kalani Loop and Stable Camp <br />Road, as well as 2 residential parcels which between them share a driveway onto Akaka Falls Road (not <br />shared with the subject property). The surrounding zoning is RS -7.5. The surrounding land use is <br />urban and agricultural. <br />3E. Flood Insurance Rate Map (FIRM) designation (contact Department of Public Works - <br />Engineering Division). <br />Flood zone X (no flooding). See exhibit B. <br />3F. Archaeological Resources -- A copy of a letter written by the applicant to the State DLNR <br />Historic Preservation Division requesting a "no effect" letter, including supporting documentation, <br />to which SHPD has not responded after 30 days (SHPD's time limit under their rules). <br />
