The Honorable Dominic Yagong, Chairman <br />and Members of the County Council <br />Page 3 <br />The project site is located in an urban -like setting adequately served by <br />transportation, utilities, commercial establishments and other amenities. The <br />reclassification will allow the property to be used for the development of an 8 -lot single - <br />family residential subdivision. <br />The reclassification action would conform to the following goals, objectives <br />and /or policies of the housing element articulated in the Hawaii State Plan: The <br />request would be consistent with the following goals, objectives and/or policies <br />articulated in the Hawai`i State Plan as it will provide greater opportunities for Hawai`i's <br />people to purchase or rent an affordable home in an area in which housing has become <br />scarce and costly. <br />• The orderly development of residential areas sensitive to community needs and <br />other land uses. <br />• Effectively accommodate the housing needs of Hawai`i's people. <br />• Increase homeownership and rental opportunities and choices in terms of quality, <br />location, cost, densities, style and size of housing. <br />• Promote design and location of housing developments taking into account the <br />physical setting, accessibility to public facilities and services, and other concerns <br />of existing communities and surrounding areas. <br />Thus, the proposed project is consistent with the policies outlined in the Hawai`i <br />State Plan. <br />The property has no severe geological or topographical problems which <br />cannot be properly rectified or which would render the land unusable. The U.S. <br />Federal Emergency Management Agency designates the property as Zone "X ", areas <br />outside of the 500 -year flood plain. Any improvements to the property must comply with <br />Chapter 27 of the County Code relating to Flood Hazard Control. Thus, the <br />reclassification meets the standard which states that the lands included within the urban <br />district "... shall be those with satisfactory topography and drainage and reasonably free <br />from the danger of floods, tsunami and unstable soil conditions and other adverse <br />environmental effects." <br />Based on the above, the approval of the reclassification from the State Land Use <br />Agricultural to the Urban District will not be violative of Section 205 -2, Hawai`i Revised <br />Statutes, nor will it be inconsistent with the Land Use Commission Rules and the County <br />General Plan. <br />
