Rosario
Fire Chief
Renwick J. Victorino
Deputy Fire Chief
Transmitted herewith for the Council's consideration and approval is an ordinance amending Chapter
26- FIRE, of the Hawaii County Code. The existing Chapter 26 as it relates to FIRE, incorporated the
1988 Uniform Fire Code and it's amendments as Hawaii Counties referenced Fire Code. This Code
was adopted by the DLIR, the county Council, the Mayor, and the State Fire Council on March 27 of
1992.
On January 1, 2010, the State Legislature and State Fire Council, with approval from the Governor,
adopted the 2006 NFPA 1, Uniform Fire Code as the Hawaii State Fire Code. The State Fire Council
has since amended this new State Fire Code. That document is called Title 12, Chapter 45.2,
Department of Labor and Industrial Relations which became effective the same time as the State Fire
Code.
Upon the adoption of the State Fire Code, each County had 2 years to make their amendments in an
effort to conform it to their jurisdiction's needs. The State Fire Code, with State amendments and
respective County amendments, will be the referenced Fire Code for that said County.
This has been a very long and arduous process. Researching and revising the code to not only make it
more understanding and user friendly, but also to make it more consistent with our other county
agencies codes, rules, and regulations was challenging. The previous person working on this project
retired, which required me to start all over from the beginning.
Your knowledge and insight is welcomed in an effort to move this matter forward as quickly and
painlessly as possible.
Respectfully submitted,
Darren J. Rosario
Fire Chief
Attachment
<bill 139
Comm. No. `is- 41
Ref.
