REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 1, 2011 <br />PLACE: Council Chambers <br />Hilo, Hawai <br />TIME: 1:53 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 432 <br />Your Committee on Finance, to which was referred Communication 432, reports as follows: <br />Communication 432, transmitted by Mayor William P. Kenoi, dated October 13, 2011, <br />nominates Marcella L. Stroh to the County of Hawaii Salary Commission: <br />A lifelong resident of Hawaii. Since 1970 she has been employed by Central Pacific Bank <br />where she is currently a Vice President II and the Senior Commercial Manager for the <br />Big Island. Ms. Stroh is a member and past president of the American Heart Association and a <br />member of the Hawaii Economic Opportunity Council. She is also a member and a secretary of <br />both the Hilo Medical Center Foundation and the Big Island Amateur Boxing Association. <br />Ms. Stroh states that she is a Democrat. If confirmed, she will serve a term to expire on <br />December 31, 2015, replacing Searle Grace, whose term expired on December 31, 2010. <br />Pursuant to Section 13 -28, Hawaii County Charter, there shall be a salary commission, <br />consisting of nine members, appointed by the Mayor and confirmed by the County Council. <br />Ms. Stroh appeared before Your Committee and stated she brings her work experience to the <br />salary commission. Several members seek the support of Ms. Stroh and also acknowledge her <br />volunteerism in the community. <br />The Committee specified that Ms. Stroh does not have to attend the full Council for final <br />confirmation. <br />Your Committee on Finance is in accord with the purpose and intent of Communication 432, and <br />recommends confirmation of the appointment of Ms. Marcella L.
