REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 1, 2011 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:53 p.m. <br />Council Chair and Members <br />Hawai `i County Council <br />Hilo, Hawai `i 96720 <br />Re: Comm. No. 437/Bill 129 <br />Your Committee on Finance, to which was referred Bill No. 129, reports as follows: <br />Bill 129, transmitted by Council Member Pete Hoffmann via Communication No. 437, dated <br />October 19, 2011, amends Ordinance No. 11 -60, as amended, the Capital Budget, ending <br />June 30, 2012, by adding the following projects: <br />MASS TRANSIT: <br />Waimea Transit Agency (110.199.5194. 05.115) $ 500,000 <br />Funds for this appropriation increase shall be provided from: <br />General Obligation Bonds, Capital Projects Fund — <br />Fund Balance and/or Other Sources <br />$ 500,000 <br />This proposed bill adds $500,000 for the master planning, design and construction of a Waimea <br />Transit Hubb. The County is in need of a multi model transit hub in the Waimea area as it is <br />midway between Hilo and Kailua -Kona and is a direct link to the Kohala Coast Resort nodes. <br />This will provide service improvements and intermodal connectivity, addresses public safety, <br />enhances quality of life and encourages bus usage. This project is consistent with the <br />community's values and conforms to support from all aspects of the community, the South <br />Kohala Traffic Safety Committee and South Kohala Community Development Plan. <br />Council Member Pete Hoffmann commented that this project receives the strong support of the <br />South Kohala Traffic Safety Council. He also acknowledged Ms. Margaret Wille's conception <br />of this project a couple years before. Mr. Hoffmann stated need on adding this project and <br />indicating Waimea area as an ideal transit hub to the Capital improvements list will begin the <br />process. <br />A proposed amendment was transmitted via Communication 437.1 from Council Member Pete <br />Hoffmann, dated October 26, 2011. Those amendments contained in Communication 437.1 <br />were unanimously approved. Mr. Hoffmann commented this amendment will add the account <br />number for this Waimea Transit Hub project. <br />FC Report No. 152 <br />
