COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 189 11 A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE A FIVE -YEAR LEASE WITH HOPE SERVICES HAWAII, INC. FOR THE PURPOSE OF PROVIDING HOUSING AND SERVICES TO HOMELESS PERSONS AT A SET LEASE RENTAL AMOUNT OF TEN DOLLARS PER YEAR. WHEREAS, the Office of Housing and Community Development ( "OHCD ") has, over the last 20 years, sought to develop a comprehensive housing program to serve families with children, with a preference for those impacted by homelessness in West Hawai'i ; and WHEREAS, the County of Hawai' i ( "County ") acquired a parcel of land in Kailua- Kona, identified as Tax Map Key 3/7 -3- 009:055 (the "Property "), for the purpose of providing housing and support services to families with children in West Hawai'i ; and WHEREAS, the County secured Neighborhood Stabilization Program funding through the U. S. Department of Housing and Urban Development, coordinated by the State Hawai'i Housing Finance and Development Corporation to construct on the Property a the first phase of the program known as Na Kaulana Kauhale 0 Ulu Wini (the "Program "); and WHEREAS, the Program will provide both housing and services to families with children, with a preference for those impacted by homelessness; and WHEREAS, the OHCD has determined, by selection through Request for Proposals #2741, that HOPE Services Hawai'i, Inc. is a qualified non -profit organization whose predecessor, the Office for Social Ministry, has successfully demonstrated its capacity to run housing programs of a similar nature ; and WHEREAS, Chapter 2, Article 19, Section 2- 120(a) (2), Hawaii County Code, as amended, provides that the County Council may direct the Finance Director to negotiate the disposition of real property by lease to non - profit organizations at such rentals and on such terms and conditions as deemed proper without notice or appraisal; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Finance Director is hereby authorized to negotiate a five -year lease with HOPE Services Hawai' i, Inc. for the purpose of operating the Program, with terms to include a duration of one year and continue on a month -to month basis for an additional 48 months at a set lease rental amount of ten dollars ($10.00) per year.
