JUSTIFICATION SHEET <br /> PROPOSER: Hawaii State Association of Counties <br /> TITLE: A Bill for an Act Relating to Traffic Infractions <br /> PURPOSE: The purpose of the proposed bill is to require the State director of <br /> finance to transmit to the county a percentage of all fines and <br /> forfeitures collected for uncontested traffic infractions committed <br /> in that county. <br /> MEANS: Adding a new chapter to the Hawaii Revised Statutes entitled <br /> "Transmittal of Uncontested Traffic Fines and Forfeitures to <br /> Counties". <br /> JUSTIFICATION: The counties are responsible for enforcement of the Statewide <br /> Traffic Code, yet the fines and forfeitures accruing from violations <br /> are paid solely to the State. When traffic violations are <br /> uncontested,there is no need to resort to the State courts;therefore, <br /> the burden on State-funded personnel and resources is minimized. <br /> Enactment of the proposed bill would assist the counties to offset <br /> the operational costs of enforcing the Statewide Traffic Code. <br />
