Angel Pi!ago, County of Hawaii, transmitting a proposed draft bill and <br /> justification sheet relating to gallonage tax on liquor for inclusion in the <br /> 2012 HSAC Legislative Package.) <br /> Vice Chair Pi!ago stated that this proposal would increase the gallonage <br /> tax on liquor and transfer the additional revenue to the counties. <br /> The Committee voted to approve this item for the 2012 HSAC Legislative <br /> Package. <br /> H. Definition of Indigency <br /> (Communication dated October 17, 2011, from Council Vice Chair <br /> K. Angel Pi!ago, County of Hawaii, transmitting a proposed draft bill and <br /> justification sheet relating to the definition of indigent and partially indigent <br /> for inclusion in the 2012 HSAC Legislative Package.) <br /> Vice Chair Pi!ago stated that this proposal relates to the definition of <br /> "indigent" and "partially indigent." <br /> The Committee voted to defer this item until the November 3, 2011, HSAC <br /> Executive Committee meeting. <br /> Exemption for Sewer Connection <br /> (Communication dated October 17, 2011, from Council Vice Chair <br /> K. Angel Pilago, County of Hawaii, transmitting a proposed resolution <br /> which was approved by the Council of the County of Hawaii at its October <br /> 19, 2011 meeting regarding exemption for sewer connection to be <br /> included in the 2012 HSAC Legislative Package.) <br /> Vice Chair Pilago stated that this proposal would request the Department <br /> of Health to amend its administrative rules to allow up to a 10-year <br /> exemption period before connection to a sewer system. <br /> Honolulu staff Sekine commented that the proposal in its present form <br /> does not seem to be appropriate for inclusion in the HSAC Legislative <br /> Package. <br /> 4 <br />
