REQUEST: <br /> As part of the acceptance process with the Department of Justice, a resolution is being submitted to Council <br /> for approval prior to the Mayor entering an agreement. We recently received notification that we have been <br /> awarded $1,392.336 under this grant. <br /> This request is to create an account entitled "COPS 2011" for $1,392,336.00 under the object code 011. <br /> Office of Justice needs to have contract signed by end of December. Requesting to waive Finance <br /> committee due to time this constraint. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Department of Justice Office of Justice Programs Bureau of Justice Assistance has approved an award <br /> under the COPS Hiring Program to the Hawaii County Police Department. This award has funding to hire six <br /> (6) police officers that include salaries and fringe benefits for up to three years of service. <br /> Since the grant award allows for entry level salary, it is our intent to fill the positions with experienced officers <br /> at the Police Officer II level and to assume the difference in salaries through departmental funds. This meets <br /> with Bureau of Justice Administration's approval. <br /> The new positions are specifically for community policing. These position will take a proactive problem- <br /> solving approach to establish police community partnerships throughout the island. They will provide <br /> valuable assistance to our crime prevention, crime reduction and community relations efforts. These <br /> positions will not only complement our community relations endeavors but will focus on educating youths <br /> about drugs through their direct participation with law enforcement. <br /> The Department of Justice Office of Justice Programs Bureau of Justice Asssistance requires the grantee to <br /> retain these positions for a minimum of 12 months at conclusion of the 36 months of federal funding. <br /> SIGNED: DATE: //.Z/ - /r <br /> Department Head <br />
