COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 196 11 <br />A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION <br />OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 24, <br />BILLS AND RESOLUTIONS, RELATING TO AGENDA DEADLINES. <br />WHEREAS, the Rules of Procedure and Organization of the Council of the County of <br />Hawai`i ( "the Rules ") govern the affairs of the Council of the County of Hawai`i ( "Council "); <br />and <br />WHEREAS, the Rules were duly adopted as provided in Resolution No. 04 -10, during <br />the initial convening of the Council on December 6, 2010; and <br />WHEREAS, the Rules were subsequently amended by: <br />1. Resolution No. 25 -11, duly adopted by the Council on January 25, 2011; <br />2. Resolution No. 30 -11, duly adopted on February 16, 2011; <br />3. Resolution No. 64 -11 and Resolution No. 65 -11, Draft 2, both duly adopted on <br />May 4, 2011; and <br />4. Resolution No. 113, Draft 2, Resolution No. 114, Draft 2, Resolution No. 115, <br />Draft 2, and Resolution No. 122 -11, all duly adopted on August 17, 2011; and <br />WHEREAS, the Council wishes to further amend the Rules to encourage and facilitate <br />an ongoing effort for effective and efficient procedure and organization of the Legislative <br />Branch; and <br />WHEREAS, Rule No. 24 currently provides that all bills, resolutions, petitions, or other <br />communications must be filed with the Clerk by 12 noon of the eighth business day preceding <br />the Council or Committee meeting; and <br />WHEREAS, the Council wishes to amend Rule No. 24, Bills and Resolutions, to expand <br />the timeframe for submission of items for Committee agendas by four business days and for <br />Council agendas by five business days; and <br />
