PC-8 Page 2 Mazch 16, 1999 <br /> the County Council approved a State Land Use Boundary Amendment from an Agricultural to Rural <br /> District and a Change of Zone from 1-Sa to RA-2a fora 5.00 acre parcel in the Kanehoa and Anekona <br /> Estates Subdivision. Similaz land use changes were also approved in October 1996 for two 5- acre <br /> parcels within the Kamuela Plantations Subdivision. <br /> The ALISH classification for the property is "Unclassified" and the Land Study Bureau's Detailed Land <br /> Classification System is "E" (Very Poor). The soils are classified as Puu Pa extremely stony very fine <br /> sandy loam. This surface layer is very dazk brown extremely stony very fine sand loam about 6 inches <br /> <br /> thick. Permeabiltiy is moderately rapid, mnoff is medium, and the erosion hazard is moderate. These <br /> soils are used for pasture. <br /> <br /> The subject property is located within Zone X, azea determined to be outside the 500-yeaz flood plain. <br /> <br /> The natural vegetation occurring on the property consists of Ilima and Panini. No native fauna was <br /> observed on the site. Common animal species in the area include field mice and mongoose. There aze <br /> <br /> no known or recorded rare or endangered animal or plant life in the area. <br /> <br /> According to the applicants' environmental report, no historic or azchaeological sites were present on the <br /> <br /> pazcel. The property has been previously grazed by cattle; therefore, the proposed action will not have <br /> <br /> any effect on significant historic sites. <br /> <br /> Access to the subject property is from Kawaihae road via Anekona Street to Kanehoa Street. Both <br /> <br /> roadways have aright-of--way width of 50 feet with a 20-foot agricultural standard pavement. <br /> Water is provided by an existing 6-inch waterline that fronts the subject property. The property is <br /> situated within the Critical Wastewater Disposal Area, so according to the Department of Health, the <br /> <br /> applicant would be required to install a septic tank system since there is no municipal sewer system in <br /> <br /> the area.
