WHEREAS, the closure of the SHSL would force the County to transport the waste <br />stream to the WHSL, which would cost the taxpayers approximately $6.5 million in additional <br />annual expenditures; and <br />WHEREAS, a privately operated MRF could potentially add 20 -30 green jobs to the <br />local economy, without the taxpayers of the County incurring the costs for the labor and <br />benefits; and <br />WHEREAS, although the County invested over $11 million to construct the Sort Station, <br />the facility has never been used for its intended purpose, and is instead used for storage, to stage <br />discarded televisions and computer monitors, and to rust proof trailers; and <br />WHEREAS, a Request for Proposals would allow for serious negotiations between the <br />County and perspective contractors interested in making the necessary investment in equipment, <br />labor, and associated costs to accomplish the reconfiguration of the Sort Station into a MRF; and <br />WHEREAS, the Request for Proposals may include, but not be limited to, terms and <br />conditions requiring a private, for - profit entity to lease County buildings and land, requiring <br />payment of royalties for recycled materials, and sharing of any other revenues generated by the <br />facility; and <br />WHEREAS, the County would benefit because a MRF provides an opportunity to not <br />only reclaim and mine material currently in the SHSL, but provide an opportunity to harvest and <br />utilize methane gas trapped in our landfill, which would allow the County to generate revenue, as <br />is currently being developed in the County of Maui; and <br />WHEREAS, in addition to the County implementing positive recycling programs, a <br />MRF, as utilized by many municipalities throughout the United States, would firmly establish <br />the County on "The Path to Zero Waste "; now, therefore, <br />2 <br />
