REQUEST: <br />Resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal year contract for island - <br />wide hauling of recyclables from county recycle and transfer stations. These services support the 2 -Bin <br />Recycling Program; providing one (1) recycle bin for mixed materials like paper, plastic (non -HI5), metals <br />and one (1) recycle bin for glass (non -H15) only. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The current contract for these services expires 12/31/2011, pending execution of a supplemental contract <br />extending it through June 30, 2012 or until a new contract is awarded, whichever comes first. The <br />Department of Environmental Management is preparing an Invitation for Bid (IFB) for hauling of recyclables <br />from county recycle and transfer stations, island wide, which will provide for continuation of the current 2 -Bin <br />Recycling Program. Since the majority of single family residences dispose of their waste at recycle and <br />transfer stations, it is essential to maximize recovery of resources by providing convenient, easy to use and <br />well- maintained recycling drop -off centers at all the recycle and transfer stations. The contract is <br />recommended for an initial three (3) year term, with two (2) twelve (12) month options for extension. It is <br />anticipated that interested bidders will have substantial start-up costs, primarily with equipment purchases. <br />These costs are estimated at $1,000,000.00. <br />This resolution is a revised version of Resolution 80 -11 which was filed by the County Council on November <br />2, 2011. This new resolution takes into consideration the comments and recommendations offered by <br />Council Members. In order to expedite a new procurement for these services, and as this subject has <br />already been before the Council under Resolution 80 -11, we respectfully request that this resolution be <br />waived from the Finance Committee and placed on the next Council agenda. <br />SIGNED: <br />Department Head <br />DATE: December 5, 2011 <br />
