No. 471/Bill 146 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 3:11 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill 146, reports as follows: <br /> Bill 146, transmitted by County Council Chairperson Dominic Yagong, via Communication <br /> No. 471, dated November 22, 2011, is a bill for an ordinance amending Chapter 21, Article 5, <br /> Section 21-37 and Section 21-42 of the Hawaii County Code 1983 (2005 Edition, as amended), <br /> Relating to the Sewer Loan Connection Program. <br /> The purpose of this bill is to: a) Clearly articulate that the sewer loan connection program is not <br /> restricted to residential dwellings, and b) Permit lot owners approved for the County Sewer <br /> Connection Loan Program to select their own contractors. <br /> Ms. Ford resumed chairmanship of the Finance Committee. <br /> Mr. Yagong commented about the recent approval by Council for sewer connection project in <br /> Honoka`a. This project will take place from Pakalana Street through Honoka`a Town, or <br /> Mamane Street, therefore, bringing concerns from both residents and businesses. These sewer <br /> connection cost may be financially burdensome for many owners. Mr. Yagong seeks the support <br /> of Your Committee. <br /> Finance Director Nancy Crawford appeared before Your Committee. Ms. Crawford commented <br /> that they are supportive of these changes,particularly relating to contractors. Furthermore, <br /> there may be other sections, which may need to be amended. Ms. Crawford also added that <br /> the grant applied for this program have conditions which need to be complied with, and such <br /> proposed amendments could be addressed. Mr. Yagong suggested these amendments be brought <br /> forward at the next Council meeting, should this proposed Bill move forward. Mr. Yagong <br /> agrees with strengthening this program so that it works for everyone.
