No. 475/Bill 149 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 3:11 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill 149, reports as follows: <br /> Bill 149, transmitted by Director of Finance Nancy Crawford via Communication No. 475, dated <br /> November 22, 2011, amends Ordinance No. 11-60, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2011 to June 30, 2012,by adding the following <br /> projects: <br /> PUBLIC WORKS: <br /> DPR Addition to and Development of New Park at Ali`i Drive <br /> (110.599.5596.35) $500,000 <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund— <br /> Fund Balance and/or other Sources $500,000 <br /> This proposed bill adds the DPR Addition to and Development of New Park Site at Ali`i Drive <br /> project for $500,000 to the Capital Budget. In furtherance of County of Hawaii Resolution <br /> No. 373-10, dated September 21, 2010, the Department of Parks and Recreation plans to acquire <br /> TMK: (3)7-7-008:100 in order to develop it into a usable public park area, together with <br /> TMK: (3)7-7-008:020 and 031. Funding will also allow development of both on and off-site <br /> improvements such as a parking area for La'aloa and Magic Sands Beach parks. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for this fiscal year by a two-thirds vote. <br /> Mr. Yagong resumed chairmanship of the Finance Committee. <br /> Deputy Finance Director Deanna Sako clarified for Your Committee that this project is <br /> independent from Bill 148, which addresses parking problems at various locations on the island. <br /> Your Committee acknowledged Property Manager Ken Van Bergen and his work on this project. <br /> FC Report No. 166 <br />
