No. 478/Res. 192-11 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 3:11 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution 192-11, reports as follows: <br /> Resolution 192-11, transmitted jointly with Bill No. 151 by Finance Director Nancy Crawford <br /> via Communication No. 478, dated November 22, 2011, authorizes the Mayor to enter into an <br /> agreement with the State of Hawai`i Department of Health for this grant. <br /> The State of Hawai`i Department of Health, Family Health Services Division, is providing <br /> Federally-derived funds of$200,000 to support the Prosecuting Attorney's office <br /> implementation of the evidence-based Teen Outreach Program in Hawai`i County. The goal <br /> of this program is to develop the positive potential of teens, with the intended results of less <br /> risk-taking behaviors, such as violence, school failure, and teen pregnancy. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent <br /> of the Council to enter into agreements with the federal or state governments respecting action to <br /> be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br /> or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> Business Manager Nancy Kelly and Special Projects Coordinator Lisa Faulkner-Inouye, from the <br /> Office of the Prosecuting Attorney, appeared before Your Committee. Ms. Faulkner-Inouye <br /> briefly explained the project. Implementing the curriculum will include community <br /> involvement with 20 teen clubs: ten in East Hawai`i and ten in West Hawai`i. There are 25 <br /> participants in each teen club. The department will administer this project. <br /> Ms. Kelly further clarified the variances for the total funding of the four-year program. She <br /> explained the estimated $200,000 will be made available following the contract execution, <br /> followed by a second year of funding of$150,000, and a third and fourth year of$115,000. <br /> FC Report No. 169 <br />
