REPORT OF THE
COMMITTEE ON PLANNING
DATE: December 20, 2011 Re: Comm. 491/Bill 155
PLACE: Council Chambers
Hilo, Hawai'i
TIME: 11:00 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning, to which was referred Comm. No. 491/Bill No. 155, reports as
follows:
Bill No. 155, transmitted by Mayor William P. Kenoi, via Communication No. 491, dated
November 23, 2011, is an Ordinance amending Section 25-8-33 (City of Hilo Zone Map), Article
8, Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the
District Classification from Open (0)to Industrial-Commercial Mixed - 20,000 square feet
(MCX-20), at Waiakea, South Hilo Hawaii Covered by Tax Map Key 2-3-035: 070. Also
enclosed was a favorable recommendation from the Windward Planning Commission Chair Zendo
Kern.
Garret Sasaki was present; however, Norman Hayashi spoke on behalf of the applicants and
informed the Committee that the request is being made to allow for the construction of a one-story,
8,000 square foot warehouse/office building. This would allow the applicants to expand their
business, Carpet Isle Flooring.
Council Member Smart supported the request stating that although the project is in a residential
area the surrounding properties are mostly commercial, so it seems appropriate.
Council Member Ford also supported the request as it conforms to other development in the area,
which is right next to the Hilo Airport.
Council Member Yagong stated the request is commendable and the Committee needs to support
local business wishing to expand, because it will boost retail businesses that will serve the
community and put people to work
PC Rept.
