'Comm. 524 /Bill 166 <br />BRenamend9598.doc- 11/22/11 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />RENAISSANCE DEVELOPMENT, LLC <br />CHANGE OF ZONE APPLICATION (REZ NO. 800) <br />RENAISSANCE DEVELOPMENT, LLC has submitted a request to amend Conditions <br />B and I of Ordinance No. 95 98, which reclassified approximately 44.341 acres from the <br />Agricultural (A -20a) district to the Agricultural (A -1a) district. The request also includes an <br />amendment to the zoning designation from an Agricultural (A -1a) to a Family Agricultural (FA- <br />la) district. The property is located adjacent to and south of the former Puna Sugar Company <br />manager's residence, west of the Kea'au-Pahoa Highway, approximately one mile south of <br />Kea'au Village, Kea'au, Puna, Hawai`i, TMK: 1 -6 -3: 10. <br />PROPOSED ACTION <br />1. Request: The applicant requests amendments to Conditions B and I of Ordinance No. 95 <br />98, which reclassified approximately 44.341 acres from the Agricultural (A -20a) district <br />to the Agricultural (A -la) district to allow the development of a 35 -lot subdivision with <br />parcels one -acre in size. (P.D. Exhibit 1 - Applicant's letters dated August 24, 2011 <br />and September 2, 2011 and supporting documents) <br />2. Background information/Reasons for the request: Condition B of Ordinance No. 95 <br />98 effective August 23, 1995 required the completion of the subdivision within five (5) <br />years from the effective date of the ordinance, or until August 23, 2000. Subsequently, <br />the Planning Director granted a five -year administrative extension of time to August 23, <br />2005 to comply with Condition B. <br />Earlier, Special Permit No. 900 was approved by the Planning Commission on <br />April 26, 1995 for a visitor center complex promoting cacao production on an <br />approximately 3 -acre portion of the property; however, by letter dated April 21, 2004 <br />from the landowner at that time, the Special Permit was revoked due to a change in plans <br />to develop the property into 37 one -acre lots.
