COUNTY OF HAWAII <br />ORDINANCE NO. <br />STATE OF HAWAII <br />BILL NO. 170 <br />AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE <br />OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR <br />ENDING JUNE 30, 2012. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Findings and purpose. The Food Basket, Inc. serving as Hawaii Island's Food <br />Bank is an island -wide non-profit food network that collects and distributes nutritious food to <br />low income families, the ill and disabled, senior citizens, children's programs and other <br />charitable non-profit organizations. <br />The Food Basket has determined that 26.6% of all children under the age of 18 residing in the <br />County do not know from where and when their next meal is coming and that 20% of the County <br />residents use the Food Basket on a continuous basis. The current demand for food has caused an <br />emergency shortfall in food supplies at the Food Basket's two warehouses. <br />Medical personnel and agencies attest that the lack of adequate and nutritious food resources for <br />families and individuals result in an increasing impact on already strained medical facilities and <br />services placing additional burdens on taxpayers <br />The Food Basket Inc. is an organization whose programs yield direct benefits to the public and <br />accomplish public purposes, as set forth in Chapter 2, Article 25, Section 2-137, Hawaii County <br />Code 1983 (2005 Edition, as amended). <br />The Council recognizes the need to proactively address this food emergency and provide funding <br />as set forth in Chapter 2, Article 41, Section 2-210, Hawaii County Code 1983 (2005 Edition, as <br />amended) to The Food Basket, Inc. <br />SECTION 2. Ordinance No. 11-59, as amended, is hereby further amended by <br />appropriating revenues in the following amount(s) to the following fund(s) and expenditure <br />account(s) as set forth herein below. <br />Account No. Source Fund Amount <br />NEW Transfer from Disaster & <br />Emergency Fund General $ 200,000 <br />Total $ 200,000 <br />
