No. 332/Bill No. 90 <br /> PLACE: Council Chambers <br /> Hilo, Hawai'i <br /> TIME: 11:25 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Comm. No. 332/Bill No. 90, reports as <br /> follows: <br /> Bill No. 90, transmitted by Council Member Brenda J. Ford, via Communication No. 332, dated <br /> September 6, 2011, is an Ordinance amending Chapter 25, Article 1 and Article 5 of the Hawai`i <br /> County Code 1983 (2005 Edition, as amended), relating to Zoning district regulations for <br /> Crematoriums, Funeral Homes, Funeral Services, and Mortuaries. <br /> On September 20, 2011, Bill 90 was referred to the planning director and planning commissions <br /> by Your Committee. <br /> Council Member Ford stated that A Hui Hou Crematory and Funeral Home owners Penny and <br /> Connie Brumbaugh had discussed with her the need for legislation to treat mortuaries and <br /> crematoriums equally in permitting and to add funeral homes and funeral services as similar <br /> services with the same regulations for use. <br /> Ms. Penny Brumbaugh stated that crematoriums and mortuaries both embalm and preserve the <br /> remains. She further stated that the final disposition for both mortuaries and crematoriums can be <br /> to bury the remains and that both offer similar services. <br /> Council Member Ford related that Comm. 332.1 has a chart that shows the inconsistencies in the <br /> zoning codes between the crematoriums and mortuaries which Bill 90 corrects. She requested <br /> that the Planning Committee support Bill 90. <br /> Council Member Pilago stated that Comm. 332.2 shows favorable recommendations from both <br /> the Windward and Leeward Planning Commissions and he supports Bill 90. <br /> PC Rept.
