MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />THE COUNTY OF HAWAII <br />AND <br />THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII <br />This Memorandum of Understanding ( "MOU ") is entered into by and between the <br />County of Hawaii ( "COH "); and the Research Corporation.' of the University of Hawai`i, <br />hereinafter referred to as "RCUH." The purpose of this MOU is to designate the responsibilities <br />and relationships between COH and RCUH ( "Parties ") regarding the evaluation of the Drug' <br />Alcohol and Tobacco prevention program ("DAr'). <br />Background <br />The federal Substance Abuse and Mental Health Services Administration's ( "SAMHSA ") <br />Strategic Prevention Framework ( "SPF ") is.a program designed to promote youth development, <br />reduce risk- taking behaviors, build assets and resilience and prevent problem behaviors across the <br />person's life span. To accomplish its goals SPF has funded the State Incentive Grant program which <br />has been the funding source for the County of Hawaii Drug, Alcohol and Tobacco prevention <br />program (DAT) administered through the County of Hawaii Department of Liquor Control. Part of <br />the DAT program teaches student- athletes to be instructors, role models and mentors to other <br />students on not only the dangers of drugs, alcohol and tobacco but the positives of living a drug, <br />alcohol and tobacco'free life. The DAT program has been in existence for several years and it is <br />commonly felt that this program is beneficial, but there has never been an empirical study of the <br />effectiveness of this program. <br />• <br />Scope <br />The scope is for the evaluation of the effectiveness of the DAT program's use of <br />student - athletes as instructors, role models and mentors to other students through a sociologic <br />scientific method. ' To be included in this study shall be surveys and personal interviews with <br />coaches, athletic directors, teachers and parents of DAT participating schools and <br />non - participating schools. The period to be evaluated shall include March 2011 to January 2012. <br />The final report shall be completed and delivered to the County of Hawaii Department of Liquor <br />Control on or before March 15, 2012. Other deliverables shall include: <br />a. Develop an assessment protocol <br />b. Develop an evaluation tool <br />c. Conduct evaluation using tool <br />d. Analyze results <br />e.
