No. 541/Bill 176 <br />Your Committee on Finance, to which was referred Bill 176, reports as follows: <br />Bill 176, transmitted by Finance Director Nancy Crawford via Communication No. 541, dated <br />January 12, 2012, amends Ordinance No. 11-60, as amended, relating to public improvements <br />and financing thereof for the fiscal year July 1, 2011 to June 30, 2012, by adding the following <br />projects: <br />PUBLIC WORKS: <br />Reed's Island Bridge Structural Rehabilitation - Federal <br />(110.399.5395.98) $ 5,046,000 <br />Reed's Island Bridge Structural Rehabilitation — County $ 1,262,000 <br />(110.399.5395.99) <br />Funds for this appropriation increase shall be provided from: <br />Federal Grants Receivable $ 5,046,000 <br />General Obligation Bonds, Capital Projects Fund — <br />Fund Balance and/or other Sources $ 1,262,000 <br />This proposed bill adds the project titled "Reed's Island Bridge Structural Rehabilitation", and <br />appropriating $6,308,000 to the Capital Budget of which $5,046,000 is provided by federal <br />funding sources, and $1,262,000 by the County. The Department of Public Works indicates that <br />the Reed's Island Rehabilitation project is intended to strengthen the bridge to meet current truck <br />and lateral seismic design loads as prescribed by the Federal Highway Administration (FHWA). <br />The existing wooden bridge deck will be replaced by a combination of wide -flanged steel beams <br />and structural grating deck. Concrete rock anchors and micropiles will be installed beneath the <br />existing bridge foundation and abutments to strengthen and increase vertical and horizontal load <br />resistance capacity. Lateral structural steel bracing members will be installed to enable the <br />bridge to resist earthquake design forces. Additionally, special steel coatings and hot dip <br />galvanizing will be applied to the structural steel members to protect and extend service life. <br />Pursuant to Section 10-6(d), Hawai'i County Charter, the Council may amend the Capital Budget <br />for this fiscal year by a two-thirds vote. <br />FC Report No. 197 <br />
