No. 542/Res. 216-12 <br />Your Committee on Finance, to which was referred Resolution 216-12, reports as follows: <br />Resolution 216-12, transmitted jointly with Bill No. 177, by Finance Director Nancy Crawford via <br />Communication No. 542, dated January 12, 2012, authorizing the acceptance of a Grant Award of <br />$25,000 from the Michael & Susan Dell Foundation to fund the purchase of Intraosseous Infusion <br />Systems for the Hawaii Fire Department. <br />This award will be used to purchase intraosseous infusion systems for use by the Hawaii Fire <br />Department's EMS ambulance personnel. The intraosseous driver is a hand-held device, which gains <br />vascular access by inserting a needle directly into the bone marrow when critically injured victims <br />are in need of intravenous fluids, but have no venous access due to shock. <br />Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council on behalf of the <br />County, may accept gifts or donations of personal property. Also, pursuant to Chapter 2, Article 30, <br />Section 2-162(a) of the Hawaii County Code, any gifts or donations of money, securities, or <br />personal property which fall within the capitalization procedures of the Department of Finance, may <br />be accepted by resolution approved by the Council. <br />A letter of appreciation and a copy of this resolution will be sent to Michael & Susan Dell <br />Foundation, attention: Kathy Furler, P.O. Box 163867, Austin, TX 78716, acknowledging this <br />generous donation. <br />Battalion Chief Lance Uchida appeared before Your Committee and explained this grant opportunity <br />through information from the North Hawaii Outcomes Project with Dr. Sharon Vitousek. <br />Chair Ford would like to thank North Hawaii Outcomes group and Dr. Sharon Vitousek's great <br />work, research and DUI issues in the community. <br />FC Report No. 198 <br />
