COUNTY OF HAWAII - - : STATE OF HAWAII RESOLUTION NO. 220 12 (DRAFT 2) A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) FOR THE FOOD BASKET, INC. WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawai`i County Code (2005 Edition as amended) states, "Grants in excess of$25,000 to nonprofit organizations shall specifically identify the organization receiving the grant and the purpose for which the grant shall be used in an ordinance or resolution"; and WHEREAS,the Food Basket, Inc., serving as Hawai`i Island's Food Bank, (hereinafter "Food Basket") is an island-wide non-profit food network that collects and distributes nutritious food to low income families, the ill and disabled, senior citizens, children's programs and other charitable non-profit organizations; and WHEREAS, a substantial contribution to the Food Basket would permit this organization to purchase and/or to use as matching funds to purchase food supplies; and WHEREAS, the Hawai`i County Clerk stated at the Special Finance Committee Meeting held on March 30, 2011, "we've asked for the grant and we've not yet heard back, provided that we receive the grant from Na Leo, we would not need to budget for that item;" and WHEREAS,the Hawai`i County Council had budgeted for Fiscal Year 2011-2012 for the purpose of videotaping an amount of$120,220 prior to receiving notification of the Na Leo `0 Hawai`i grant; and WHEREAS,the Hawai`i County Council has received a grant from Na Leo `0 Hawai`i in the amount of$75,000 to fund the production costs for the videotaping of Council meetings for the period of July 1, 2011 through June 30, 2012; and WHEREAS, on December 21, 2011, the Hawai`i County Council adopted Resolution No. 198-12, Draft 2 which strongly urged the Mayor to allocate not less than $500,000 from the 2011-2012 operating budget immediately for the Food Basket to address a dire need; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below:
