REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: January 31, 2012 Re: Comm. 532 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:31 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Comm. 532, reports as follows: <br /> Communication No. 532, from Mayor Billy Kenoi, dated January 10, 2012, requests <br /> confirmation of the appointment of Nominee Mr. Wayne Joseph to the County of Hawai`i Board <br /> of Appeals. Mr. Joseph is a lifelong resident of Hawai`i. He presently is employed as a sports <br /> writer at Stephens Media Group, and is executive director of the Big Island Marathon. <br /> Mr. Joseph has been a past member of the County of Hawai`i's Cost of Government Commission <br /> and Board of Ethics, and is not affiliated with any political party. Mr. Joseph was appointed to <br /> this commission in May, 2011, to a term that ended on December 31, 2011. Since that term was <br /> less than two years, he is eligible to succeed himself for an additional full term of five years, <br /> which will end on December 31, 2016. <br /> Charmaine Shigemura, Executive Assistant to Mayor Kenoi, explained that Mr. Joseph could not <br /> be present due to an unexpected emergency. <br /> Council Member Smart stated she has known Mr. Joseph for a longtime and is in support of his <br /> nomination but asked if Mr. Joseph was already serving on the Board of Ethics. <br /> Ms. Shigemura explained that Mr. Joseph is not currently on the Board of Ethics, but has been <br /> serving on the Board of Appeals and is eligible to succeed himself and serve a full term. <br /> Council Member Bias stated that Mr. Joseph lives in his district and he strongly supports him. <br /> He also added that Mr. Joseph is a hard worker and will be a good member for the Board of <br /> Appeals. <br /> Committee Chair Hoffmann and Council Member Onishi expressed their support of Mr. Joseph's <br /> nomination. Council Member Ikeda also stated he has known Mr. Joseph for a longtime and <br /> fully supports his nomination. <br /> Committee Chair Hoffmann asked if Mr. Joseph should come to the full Council due to his <br /> absence. <br /> PC Rept.
