REPORT OF THE <br /> COMMITTEE ON GOVERNMENTAL RELATIONS <br /> DATE: January 31, 2012 Re: Comm. 545/Res. 218-12 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:10 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Governmental Relations,to which was referred Resolution 218-12, reports as <br /> follows: <br /> Resolution 218-12,transmitted by County Clerk Jamae K.K. Kawauchi, via Communication No. 545, <br /> dated January 11, 2012, directs the Clerk of the County of Hawai`i to take necessary action to place the <br /> Charter amendment proposed by Ordinance No. 11-85 on the 2012 General Election ballot. <br /> Chair K. Angel Pilago relinquished the Chairmanship to Vice-Chair Brittany Smart and she assumed <br /> chairmanship of the Governmental Relations Committee. <br /> Mr. Yagong stated that this Resolution is a housekeeping measure and follows a process outlined in the <br /> Hawai`i County Charter for placing charter amendments on the ballot, and he supports the measure. He <br /> asked for clarification regarding the language in the"Be It Resolved" paragraph that reads, "...for <br /> approval by the voters of the County." Mr. Yagong asked if a more appropriate approach would be <br /> language to read, "...for consideration by the voters of the County." Assistant Corporation Counsel <br /> Kathy Garson came forward and stated that it is the same language used in previous years' resolutions. <br /> Mr. Jon Henricks, Legislative Specialist, confirmed that Section 15-2, Hawai`i County Charter provides in <br /> part: "Upon adoption of an ordinance proposing amendments or revisions of this charter, or upon <br /> determination that a petition for proposed amendments or revisions of this charter contains the required <br /> number of signatures, the council shall by resolution provide that the proposed amendments or revisions <br /> be submitted to the electors of the county for approval at the next general election." <br /> Your Committee on Governmental Relations is in accord with the purpose and intent of <br /> Resolution 218-12 and recommends its adoption. <br /> ke <br /> AYES NOES A&E EX Respectfully submitted, <br /> BLAS X <br /> FORD x COMMITTEE ON GOVERNMENTAL <br /> HOFFMANN X RELATIONS <br /> IKEDA X <br /> ONISHI X .� � _ .. <br /> PILAGO X `'� <br /> SMART x K.
