I encourage the Council to amend Bill <br />98 to exempt vehicles that are stolen. Owners of stolen vehicles should be treated as <br />victims, not accomplices. <br />Subsections (3) and (4) should also be amended to only apply to the offender's vehicle. <br />Owners should not be penalized for the actions of others. I am certain that they would <br />not lend their vehicle if they knew beforehand that the offender will go get drunk. <br />The purpose of the law is to punish infractions, not to prevent or <br />influence future actions. The punishment should match the offense. <br />Creating stiffer penalties will not change people's behavior. <br />Rather, the Council should consider banning the sale of alcoholic drinks in eating <br />establishments. Alcoholic beverages should be consumed at home, where the individual will <br />not have to travel. Buses and taxies are not always readily available here on the Big <br />Island as alternative transportation. <br />I hope that the Council will recognize that Bill 98 still needs more work before being <br />passed.
