Temporary dislocations. <br /> (a) The authorized association may direct a permittee to remove copies of the <br /> permitted publication and the permittee's publication dispensing rack insert from <br /> a publication dispensing rack enclosure temporarily during any public, private, or <br /> utility construction work conducted on the public sidewalk, the abutting roadway, <br /> an adjacent building, or structure or to any utility, when the director determines <br /> that the removal is necessary in the interest of public safety. <br /> (b) The authorized association may also direct a permittee to remove copies of the <br /> permitted publication and the permittee's publication dispensing rack insert from <br /> a publication dispensing rack enclosure during any installation or repair work on <br /> the publication dispensing rack enclosure. <br /> [(c) The authorized association shall adopt rules approved by the director to provide a <br /> partial rebate for publications temporarily dislocated under this section. The <br /> director may also adopt rules relating to the temporary relocation of publications <br /> that are dislocated under subsection (a)or(b)."] <br /> 9.
