HUMAN SERVICES AND EDUCATION STEERING COMMITTEE <br /> ADOPTED RESOLUTION ON REAUTHORIZATION AND FUNDING OF THE <br /> OLDER AMERICANS ACT <br /> Issue: Aging population growth is increasing demand for Long Term Care, Medicare <br /> and human services to older Americans. <br /> Adopted Policy: The National Association of Counties (NACo) urges the strengthening, <br /> through additional funding, of the Older Americans Act in these key areas: home <br /> delivered nutrition services, case management, information and assistance service, Senior <br /> Community Service Employment Program (SCSEP), Supportive Services (including <br /> Long Term Care), Ombudsman Program, and Health Promotion and Disease Prevention. <br /> NACo further urges Congress to reauthorize the Older Americans Act (OAA), expand <br /> program flexibility to distribute funds between nutrition programs (Title III C) as well as <br /> between Title III C and Supportive Services (Title III B). NACo further supports the <br /> local service delivery structure for Older Americans Act programs. <br /> HUMAN SERVICES AND EDUCATION STEERING COMMITTEE <br /> ADOPTED RESOLUTION ON STRENGTHENING THE SUPPLEMENTAL <br /> NUTRITION ASSISTANCE PROGRAM <br /> Issue: The Supplemental Nutrition Assistance Program (SNAP) is up for reauthorization <br /> in the 2012 Farm Bill. <br /> Adopted Policy: NACo urges Congress to strengthen the SNAP program by: <br /> 1. Restoring the federal share of state and county administrative costs so that every <br /> state is guaranteed a 50 percent reimbursement; <br /> 2. Allowing all states to operate the Supplemental Security Income (SSI) Combined <br /> Application Program (CAP); <br /> 3. Continuing to simplify the SNAP application process; <br /> 4. Extending the SNAP benefit increase that is scheduled to sunset in 2013; and <br /> 5. Increasing the minimum benefit. <br />
