COMMUNITY AND ECONOMIC DEVELOPMENT STEERING COMMITTEE <br /> ADOPTED RESOLUTION ON FY 2013 APPROPRIATIONS FOR THE <br /> DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br /> Issue: Support for FY 2013 Appropriations for the U.S. Department of Housing and <br /> Urban Development (HUD). <br /> Adopted Policy: The National Association of Counties (NACo) urges Congress to <br /> support the following levels of funding for core Department of Housing and Urban <br /> Development: no less than $3.3 billion in Community Development Block Grant <br /> (CDBG) formula funding; no less than $1.6 billion in formula funding for the HOME <br /> Investment Partnerships Program (HOME); $1.9 billion for Homeless Housing <br /> Assistance grants, including an amount to fully fund expiring supportive housing and <br /> Shelter Plus Care rent subsidy contracts; full funding for existing Section 8 project-based <br /> and tenant-based contracts; and $275 million in Section 108 Loan Guarantee authority. <br /> COMMUNITY AND ECONOMIC DEVELOPMENT STEERING COMMITTEE <br /> ADOPTED RESOLUTION IN SUPPORT OF LEGISLATION TO LIMIT <br /> CLOSURES OF POST OFFICE FACILITIES <br /> Issue: The United States Postal Service (USPS) is considering closing 3,700 post offices <br /> across the country, most of which are located in rural America. <br /> Adopted Policy: NACo urges support of legislation to ensure that all Americans have <br /> adequate access to post office facilities. There is bipartisan support for legislation, which <br /> will require that postal facility closures cannot result in more than a ten-mile distance <br /> between post offices, measured on roads that are accessible year-round, or closure of <br /> existing distribution and processing facilities that adversely impact delivery and <br /> economic competitiveness. <br />
