RESOLUTION NO. 238 12 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF HEALTH, ALCOHOL AND DRUG ABUSE DIVISION, PURSUANT TO HRS 46-7, FOR A GRANT FOR THE COUNTY OF HAWAII LIQUOR CONTROL DRUG, ALCOHOL AND TOBACCO AWARENESS PROGRAM WHEREAS, the State of Hawaii Department of Health has authorized federally derived funds for the Department of Liquor Control for use by the Department's Drug, Alcohol, and Tobacco (D.A.T.)Awareness program; and WHEREAS, student-athletes from Kea'au High School have expressed a desire to create a video called "If I Neva Do D.A.T. "; and WHEREAS, this video will be composed of a series of vignettes highlighting the consequences of using alcohol, tobacco and drugs; and WHEREAS, the funds from this grant will be used to contract with "daBraddas", who will provide direction to these student-athletes in creating and producing the video; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that County departments obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement with the State of Hawaii Department of Health, to enable the County to implement the production of the "If I Neva Do D.A.T." video as indicated in the proposed operating agreement, attached hereto and incorporated herein by reference as Exhibit "A", and related documents.
