4D. Approval of an Appropriation Ordinance for the 2012 HOME <br /> Investment Partnerships (HOME) Program. <br /> The Office of Housing and Community Development (OHCD) <br /> anticipates the State' s Hawaii Housing Finance and <br /> Development Corporation (HHFDC) approval of the County' s <br /> 2012 Action Plan by July 1, 2012 . <br /> In anticipation of HHFDC' s approval and in order to <br /> administer the HOME projects, the OHCD will need an <br /> appropriation ordinance to expend the 2012 HOME funds . <br /> This year the State will implement a new method in <br /> allocating the HOME program funds . The HOME program funds <br /> will be allocated on a three year rotation basis beginning <br /> with Hawai 'i County followed by Kauai County and Maui <br /> County. The designated County will receive the entire <br /> allocation of HOME funding, less 2 . 5% of the allowable <br /> administrative funding which will be retained by the <br /> State' s Hawaii Housing Finance and Development Corporation <br /> (HHFDC) to cover program administrative expenses <br /> (approximately $75, 000) . The County of Hawaii anticipates <br /> it will receive approximately $2, 925, 000. 00 for the 2012 <br /> HOME Program. In addition, the County anticipates <br /> receiving $25, 000. 00 of program income for a total of <br /> $2, 950, 000. 00 of HOME funds . The HOME project amount for <br /> all projects may change to accommodate the actual <br /> allocation of HOME project funds, program income received <br /> or if there are any cancelled or reprogramming of HOME <br /> funds . The Administration amount will change to the actual <br /> allocation of Administration funds received from the HHFDC, <br /> including 10% of actual program income received by the <br /> County. <br /> The OHCD is requesting approval of the attached <br /> appropriation ordinance by the Hawaii County Housing <br /> Agency, and its recommendation for adoption by the Hawai'i <br /> County Council. The OHCD emphasizes that no County General <br /> Funds are involved in these transactions.
