In compliance with HRS 92-2.5 and HCC 2-25, interviews were conducted with all applicant organizations. On Thursday, March 15th the Ad Hoc Committee held thirty-nine (39) interviews in East Hawai`i at the County Council Chambers and on Friday March 16th the Ad Hoc Committee held an additional twenty-nine (29) interviews in East Hawai`i also at the County Council Chambers. On Monday, March 19th the Ad Hoc Committee held thirty-two (32) interviews in West Hawai`i at the West Hawai`i Civic Center, Conference Room A. The Ad Hoc Committee decided, in consideration of time and costs, not to hold site visits this year. Summary: The grant amounts recommended by the Ad Hoc Committee do not fully meet the need presented by applicants. However, in these times of great budget shortfalls and declining donations, all of the applicants expressed their understanding of the challenges confronting the executive and legislative branches of government. They are determined to continue providing services to the needs of an ever increasing population. Your Ad Hoc Committee recommends that we appropriate the allocated $1,500,000 to the nonprofit programs as reflected in Exhibit A in the column labeled "FY12-13 Award". Exhibit A also details the last four(4) years of awards to these organizations. Exhibit B shows a comparison by percentage of the requested amounts and the recommended awards dispersed to each of the categories listed in the Hawai`i County Code Section 2-137 (3). Thank you for the opportunity to serve as Chairperson for this Committee. Special recognition to Ad Hoc Committee Council Members, J Yoshimoto, Brittany Smart, Fred Blas and their staff, as well as the Council Services staff for contributing to this time consuming effort. A special mahalo to Mayor William Kenoi for allocating $1,500,000 in the FY 2012-13 County budget for funding the Nonprofit Organizations. 2
