Tax collections in FY 2008-09 totaled $225.9 <br /> million and are expected to decrease to $198.3 million during FY 2012-2013. This continuing <br /> slide in tax collections has been coupled with years of cost increases in areas such as employee <br /> health care and retirement costs and unpredictable fluctuations in utilities and fuel.
