N��,' .. <br /> COUNTY OF HAWAII •���" /'• STATE OF HAWAII <br /> �•J'``. <br /> OF.M►'i- <br /> RESOLUTION NO. 255 12 <br /> A RESOLUTION URGING THE STATE LEGISLATURE TO APPROPRIATE <br /> FUNDING AND DIRECT THE STATE OF HAWAII DEPARTMENT OF HUMAN <br /> SERVICES TO CREATE CENTERS FOR AT-RISK YOUTH STATEWIDE; AND TO <br /> DIRECT THE MAYOR, THE DIRECTOR OF THE DEPARTMENT OF FINANCE AND <br /> THE DIRECTOR OF THE DEPARTMENT OF PARKS AND RECREATION OF THE <br /> COUNTY OF HAWAII TO APPROPRIATE FUNDING AND IMPLEMENT <br /> PROGRAMS FOR TEENS IN COUNTY PARK FACILITIES THROUGHOUT THE <br /> ISLAND. <br /> WHEREAS, There is a shortage of activities for teens on the Island of Hawai`i; and <br /> WHEREAS, Districts around the Island of Hawai`i have populations of youth at-risk for <br /> various socio-economic reasons; and <br /> WHEREAS, At-risk youth often feel that they have no support and no one to talk to; and <br /> WHEREAS, As a result, many youth have resorted to devious acts such as drugs, <br /> alcohol, runaaway, theft and crime, and suicide; and <br /> WHEREAS, The Honolulu Advertiser stated that "There are about 120 suicides annually <br /> in Hawai`i, one every three days, the study showed;" and <br /> WHEREAS, Statistics show that the number of teen suicides in Hawai`i has doubled <br /> since last year; and <br /> WHEREAS, Island youth need a place they can go to feel welcome, engage in activities, <br /> and "be a part of something;" now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> State Legislature enact legislation to appropriate funding and direct the State Department of <br /> Human Services and the Department of Education to create teen centers throughout the State of <br /> Hawai`i. <br /> BE IT FURTHER RESOLVED,that the Mayor, the Director of the Department of <br /> Finance and the Director of the Department of Parks and Recreation of the County of Hawai`i to <br /> appropriate funding and implement programs for teens in County park facilities throughout the <br /> Island. <br />
