No. 704/Bill 254 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 8:06 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill 254, reports as follows: <br /> Bill 254, transmitted by Finance Director Nancy Crawford via Communication No. 704, dated <br /> April 27, 2012, amends Ordinance No. 11-59, as amended, the Operating Budget for the <br /> County of Hawaii for the fiscal year ending June 30, 2012. The amendment is as follows: <br /> From: <br /> 010.3303.70 Federal Grants — Section 5309 General $ 1,782,213 <br /> Capital Grant 05-06 <br /> To: <br /> 010.311.5311.54 Section 5309 Capital Grant 05-06 General $ 1,782,213 <br /> The County of Hawaii has been awarded an additional $1,782,213 in the form of a Federal <br /> Transit Administration Section 5309 grant through the State of Hawaii Department of <br /> Transportation. Funds will be used for transit capital expenditures in Hawaii County. This is a <br /> proposed bill for an ordinance amending the Operating Budget by increasing the appropriation of <br /> the Section 5309 Capital Grant 05-06 account by $1,782,213. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent <br /> of the Council to enter into agreements with the Federal or State governments respecting action <br /> to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or <br /> other assistance in connection with projects being or to be undertaken pursuant to those powers. <br /> Mass Transit Specialist Tiffany Kai appeared before Your Committee. Ms. Kai commented on <br /> the funds and its use toward capital expenditures. Furthermore, use of these funds will be used <br /> to purchase three to four motor coach buses and spare bus parts. <br /> Finance Director Nancy Crawford appeared before Your Committee, commented that these <br /> funds could not be used towards operation costs. Furthermore, Ms. Crawford will provide at <br /> next Council meeting details on County funding source of local match funds for this grant. <br /> FC Report No. 222 <br />
