14. Traffic: The applicant proposes to establish an approximately 2,200 -square foot real <br />estate board office on the property, which according to the ITE Trip Generation Manual, <br />7'* Edition, will generate approximately 4 trips during the a.m. peak hour and 4 trips <br />during the p.m. peak hour. <br />UTILITIES AND SERVICES <br />15. Access: Access to the property is from Kino`ole Street, which is a two-lane County <br />roadway within a 60 -foot wide right-of-way fronting the property. The General Plan <br />identifies Kino`ole Street as a major collector street which requires a minimum right-of- <br />way width of 60 feet. Thus, additional right-of-way is not required from the subject <br />property for future road widening. There is an existing 4 -foot wide sidewalk and planting <br />strip along the property's Kino`ole Street frontage. However, the Department of Public <br />Works recommends that the applicant replace the existing sidewalk with a "full width" <br />concrete sidewalk of 10 -feet width meeting the requirements of the Americans with <br />Disabilities Act. <br />16. Water: County water is available from an 8 -inch waterline within Kino`ole Street. The <br />property is currently served by a 5/8 -inch meter that is limited to an average daily usage <br />of 400 gallons. Depending on the water needs of the development, a service lateral and <br />additional meter may be required. The installation of a fire hydrant may also be required <br />to meet DWS Water System Standards. <br />17. Wastewater: The property is currently connected to the County sewer system via a <br />sewer lateral on Kino`ole Street. There is also an existing sewer cleanout located at the <br />front property line. A sewer study may be required if a land use is established on the <br />property that produces additional wastewater flows. <br />18. Solid Waste: There are no municipal waste collection services in the County. All solid <br />waste generated by the development will require private disposal at the Hilo landfill. <br />19. Utilities and Services: Electric and telephone services are available to the property. <br />Police, fire and medical services are available nearby in Hilo. <br />AGENCY COMMENTS PROVIDED <br />20.
