Meetings will take place weekly and may include 15 members and guests. <br />Classes will be held 8-10 times a year with a maximum of 18 participants. The applicant <br />is proposing minimal renovations to the existing 1930's -era dwelling. A circular <br />driveway providing a separate ingress and egress from Kino`ole Street is also proposed. <br />On-site parking and landscaping meeting the requirements of the zoning code will be <br />provided. <br />According to the Zoning Code, the purpose of the General Commercial (CG) <br />district is to provide an area suitable for commercial uses and services on a broad basis to <br />serve as the central shopping or principal downtown area for a city or a region. No CG <br />district shall be established until there is a demonstrated need for such action and no two <br />CG districts shall be established in such relationship to each other that they cannot act as <br />one center and yet are too close together to serve two distinct regions. There are two <br />distinct areas in Hilo where General Commercial districts have been established. The <br />first area extends outward from the Downtown Hilo Commercial District (CDH) <br />generally along Kino`ole Street and Kilauea Avenue from Ponahawai Street to Lanikaula <br />Street. Portions of the Waiakea Houselots near the civic center and along Kekuanao`a <br />Street are also included in this area. The second area where CG zoning districts have <br />been established in Hilo is along Puainako Street near Kanoelehua Avenue. The subject <br />property is located within the first area described above where General Commercial <br />zoning has been established. <br />The Change of Zone Application from a Single Family Residential (RS -10) to <br />General Commercial (CG -20) zoned district will conform to the following goals, <br />policies and standards of the General Plan. The General Plan is intended to be used as <br />a policy guide for the coordinated growth and development of all sectors of the County. <br />It sets forth goals, policies, standards and courses of action to accommodate growth <br />without congestion, to designate and preserve the lands needed for residential use, <br />commercial and visitor services, industry, agriculture and open space, and to coordinate <br />these uses with the County's service and circulation systems. The overall goals, policies <br />and standards are set forth to physically plan the lands in the County in the best interest of <br />the island's residents. These state the following: <br />
