The Honorable Dominic Yagong, Chairman <br />and Members of the County Council <br />Page 5 <br />approximately 4 trips during the a.m. peak hour and 4 trips during the p.m. peak hour <br />which is well below the standard threshold for requiring a traffic impact analysis report. <br />The applicant intends to utilize the existing sewer lateral serving the property. <br />There is also an existing sewer cleanout near the front property line. The Department of <br />Environmental Management has recommended that a sewer study be completed if an <br />increase in wastewater generation from the property is anticipated in order to ensure that <br />the existing sewer lateral is adequate. <br />County water is available from an 8 -inch waterline within Kino`ole Street. The <br />property is currently served by a 5/8 -inch meter that is limited to an average daily usage <br />of 400 gallons. Depending on the water needs of the development, a service lateral and <br />additional meter may be required. The installation of a fire hydrant may also be required <br />to meet Department of Water Supply System Standards. <br />The project has no severe geological or topographical problem which cannot be <br />properly rectified or which would render the land unusable. The property is situated in <br />Flood Zone "X", which is an area determined by FEMA to be outside of the 500 -year <br />flood plain. There are no municipal waste collection services in the County. All solid <br />waste generated by the development will require private disposal at the Hilo landfill. <br />Electric and telephone services are available to the property. Police, fire and medical <br />services are available nearby in Hilo <br />Based on the above findings, approval of the Change of Zone request from <br />Single -Family Residential (RS -10) to the General Commercial (CG -20) zoned <br />district would result in an appropriate land use pattern that will further the public <br />convenience, necessity and general welfare. <br />For your favorable consideration, an amendment to Section 25-8-33 (City of Hilo Zone Map) of <br />Chapter 25 Zoning Code of the Hawaii County Code is transmitted. <br />
